Mission: The Statewide Advisory Council on Programs for the Gifted and Talented (SACPGT) is an advisory body consisting of representatives from Delaware School Districts, Charter Schools, and Institutions of Higher Education. Vision: All gifted and talented children in Delaware have the opportunity to reach their full educational, emotional, and social potential. The Statewide Advisory Council on Programs for the Gifted and Talented (SACPGT) The first federal definition of gifted and talented students was introduced in 1972 in a report called 'Education of the Gifted and Talented.' The definition itself has been named. Parents and guardians with questions about gifted programming should contact the district office where their children attend school for more information. Each district creates an individual plan to articulate the supports offered. These are children who require differentiated educational programs and/or services beyond those normally provided by the regular school. Under Delaware State Education Regulation 902, all districts statewide are required to offer services to support gifted students.
